The connection with and effect on public policy in the area of education was mostly inadvertent. Those anthropologists directly involved in policy formation and execution were frequently brokers for their discipline, arranging for the transfer of largesse along networks of scholars. The skills they brought to this task were knowledge of the history of the subject, of its issues, and of the networks. Great departments were built, many students trained (a lot of them very well too), and much knowledge amassed and digested.
In sum, the archeological profession has a responsibility for this nation's and, in a broader context, the world's cultural heritage from the past. This responsibility can be met adequately only through encouragement and the development of public policy. Once expressed, this public declaration of policy must be followed by an active program leading to its implementation and support. Public policy provides the key, but it alone will not unlock the door. That requires support by the public which, in the final analysis, must be generated by the profession.
