Tarrant (1992) has proposed three approaches for assessing the impact of government policies on agriculture and these can be adapted as follows. First, by selecting areas with similar socio-economic and natural environments, but different policies. Second, by simulating what might happen under different policies (the approach favoured by agricultural economists) and comparing this with what actually happened.
